How to read this. Tiers are set by sim win rate — a card's marginal value averaged over thousands of random teammates and opponents, so it's not confounded by who happens to pick it. Because every team drafts the same rarity structure, a card is only measured against others of its own rarity — so rarity ≠ power (top commons outrank many epics). Win rates are naturally compressed (one card is 1/10 of a team), so within a tier, ordering is near-ties — captains (★) swing widest and are the real S/F story.
